OpenAI Launches Australia Program With Sovereign AI Campus

OpenAI has launched "OpenAI for Australia," the first expansion of its OpenAI for Countries program into the Asia Pacific region, pairing a sovereign AI infrastructure deal with data center operator NEXTDC and a skills initiative targeting more than 1.2 million Australian workers and small businesses.

The company announced the program alongside a Memorandum of Understanding with NEXTDC to plan, develop and operate a next-generation hyperscale AI campus and large-scale GPU supercluster at NEXTDC's S7 site in Eastern Creek, Sydney. OpenAI intends to be an initial offtaker, with the option to scale over time under the OpenAI for Countries program. According to OpenAI, the arrangement would give Australia sovereign compute capacity for sensitive and mission-critical workloads across government, enterprise, research and national infrastructure.

The move signals how OpenAI is anchoring its international expansion in domestic compute commitments rather than pure product distribution. Sovereign infrastructure has become a precondition for governments weighing national AI adoption, and the Sydney supercluster positions OpenAI inside that decision loop.

"Australia is well placed to be a global leader in AI, with deep technical talent, strong institutions and a clear ambition to use new technology to lift productivity," OpenAI CEO Sam Altman said. "Through OpenAI for Australia, we are focused on accelerating the infrastructure, workforce skills and local ecosystem needed to turn that opportunity into long-term economic growth."

OpenAI says S7 is expected to deliver multi-year construction activity supporting thousands of skilled and indirect jobs, long-term technical and operational roles in AI and digital infrastructure, expanded opportunities for Australian manufacturers, engineers and suppliers, and strengthened STEM and AI-skills development pathways.

Training 1.2 million workers

The second pillar of the program targets workforce skills. OpenAI has enlisted three of Australia's largest employers — CommBank, Coles and Wesfarmers — to deliver AI training to more than 1.2 million workers and small businesses through OpenAI Academy, the company's AI-literacy training platform.

Coles and Wesfarmers will roll out tailored training programs to their entire workforces. Commonwealth Bank will make its training modules available to 1 million small business customers across Australia. OpenAI's in-house team of AI experts will work with the three organizations to develop bespoke learning modules built around real-world Australian use cases.

Nationwide rollout of the Academy courses begins in 2026, which OpenAI describes as one of the largest coordinated AI-skills initiatives in Australia's history. The framing is explicitly economic: OpenAI calls AI "a once-in-a-generation opportunity" to lift Australia's productivity, competitiveness and long-term growth, and argues that realizing it depends on whether the workforce has the skills and confidence to use AI tools in everyday work.

CommBank CEO Matt Comyn tied the bank's participation to its small business customer base. "Small businesses are the backbone of Australia's economy and the engine of our communities, but too many small business owners tell us they simply don't have the time or confidence to explore how AI could help them," Comyn said. "We want every small business to feel confident using digital technologies such as AI, whether they're starting, running, or growing their business."

A startup program with VC backing

The third component aims at Australia's startup ecosystem. OpenAI points to the country's track record — Canva, Atlassian, SafetyCulture — and claims Australia produces more billion-dollar startups per VC dollar than any other country in the world.

OpenAI will launch its first startup program in Australia, delivered with leading local venture capital firms including Blackbird, Square Peg and AirTree. Participating startups receive up to USD $15,000 in API credits, technical mentorship from OpenAI engineers and global experts, and access to workshops on scaling, compliance and safety. Startups can earn additional credits by participating in technical workshops.

The company will also run an annual Founder Day in Australia, bringing entrepreneurs together for hands-on product deep dives, demos and guidance as they build alongside OpenAI.

Why it matters

The program bundles three levers — compute, skills and startup capital — into a single country-level package, a template OpenAI has now exported to the Asia Pacific for the first time. For Australian policymakers, the S7 supercluster addresses a long-standing gap in sovereign compute for government and research workloads. For OpenAI, the deal embeds its platform in the workflows of three companies that employ and serve a substantial share of the country's workforce, with training content co-developed to Australian use cases.

The first tangible milestone arrives in 2026, when the OpenAI Academy courses built with CommBank, Coles and Wesfarmers begin nationwide rollout. Until then, the NEXTDC MoU remains a planning agreement — the hyperscale campus at Eastern Creek will be the test of whether sovereign AI infrastructure in Australia moves from memorandum to megawatts.
