OpenAI has expanded data residency access for ChatGPT Enterprise, ChatGPT Edu, and the API Platform, enabling eligible customers to store data at rest in-region. The move gives organizations a direct answer to one of the most persistent questions in enterprise AI procurement: where, geographically, does our data live?

Data residency has become a gating requirement rather than a nice-to-have. Regulated industries, public sector bodies, and multinational corporations increasingly face legal constraints — from GDPR in Europe to data protection regimes in Asia and Latin America — that require personal and business data to remain within specific national or regional borders. Until now, customers negotiating with OpenAI over these constraints had limited options.

The expansion covers three of OpenAI's business-facing products. ChatGPT Enterprise serves corporate deployments of the chatbot. ChatGPT Edu targets universities and other educational institutions. The API Platform underpins custom applications built by developers on top of OpenAI's models. Eligible customers on all three can now elect to store data at rest in the region of their choice, rather than having it default to infrastructure outside their jurisdiction.

The distinction matters. Data at rest — information stored on disk, as opposed to data in transit being processed — is the category most often cited in compliance audits, cross-border transfer assessments, and government cloud certification schemes. By offering in-region storage for that data, OpenAI removes a contractual and legal friction point that has slowed enterprise adoption of its products in markets with strict localization rules.

For OpenAI, the calculus is commercial as much as technical. Enterprise and education contracts represent the company's highest-margin, stickiest revenue, and competitors including Microsoft and Google have long offered regional data handling through their established cloud businesses. Matching that capability keeps OpenAI competitive in deals where compliance, not model quality, decides the winner.

The company frames the feature as available to "eligible customers," indicating that access may depend on plan tier, region, or contractual terms rather than applying universally.

The expansion signals where enterprise AI is heading: infrastructure flexibility is becoming table stakes. As more governments formalize AI-specific data rules, vendors that cannot guarantee in-region storage risk exclusion from public sector and regulated-market contracts entirely — a gap OpenAI has now moved to close.
